2009 Texas Animal Legislation

Tell Your Legislators to Support Animal Protection in Texas!

On January 13, 2009 the 81st Texas Legislative Session was convened in Austin. As with every session, thousands of bills are introduced by special interest groups who will lobby for their own bills to make their way successfully through the myriad of committees and hearings and finally be voted on to become laws.  Hundreds of animal related bills are a part of this process. Some of these bills are favorable to the protection and welfare of animals in Texas, however many are not. Several state organizations such as the Texas Federation of Animal Care Services (TFACS) and the Texas Humane Legislation Network (THLN), work with legislators to introduce strong animal protection bills, act as watchdogs for harmful bills and send out alerts to supporters to contact their legislators and ask for their support or opposition to a particular bill.

CAP realizes that every animal-related bill that is passed into law can affect the way animal protection agencies care for animals in their shelters and how animals are treated in Texas. CAP is a member of both TFACS and THLN and our Executive Director serves on the board of directors for TFACS. CAP staff members and volunteers immediately spring into action in support of or opposition to all new animal-related legislation.

Support

This bill will make the penalty for theft of a pet a state jail felony.

HB 458

Support

This bill, introduced by TFACS, will allow courts to protect companion animals in domestic abuse situations.

HB 634

Support

Introduced by TFACS, this bill will strengthen the anti-tethering law that was passed last session to include the proper housing of dogs kept outdoors.

 

HB 554

Support

This bill allows dog fighting to be classified as organized crime and allows for the forfeiture of all property including cash, vehicles, etc. associated with dog fighting.
